A horse or cow with sudden drooling, raw mouth lesions or blisters around the coronary band should not be moved, entered into an event or treated casually as ordinary mouth trauma.

Vesicular stomatitis is usually self-limiting, but it is a reportable livestock disease and may look almost identical to foot-and-mouth disease in cattle, pigs and other cloven-hoofed animals. That means even a relatively bright animal with mild lesions can trigger an urgent regulatory investigation.

The immediate priorities are to stop animal movement, isolate the affected animal, use personal protective equipment and contact a veterinarian and the relevant animal-health authority.

Current U.S. Vesicular Stomatitis Situation

As of July 24, 2026, the ongoing U.S. outbreak had involved 37 affected premises across Arizona, Colorado and New Mexico. All clinically affected animals recorded in those premises were equids, although cattle, goats, sheep and pigs were present on some affected properties without showing clinical disease. Every confirmed case in the outbreak had been identified as vesicular stomatitis New Jersey virus. (APHIS)

The outbreak began in Arizona on October 31, 2025, expanded into Colorado in May 2026 and was confirmed in New Mexico later that month. Current premises remained quarantined in parts of Colorado and New Mexico at the time of the latest report. (APHIS)

This distinction matters. Cattle are susceptible to vesicular stomatitis, but the current U.S. outbreak had produced recognised clinical disease only in equids at the reporting date. Outbreak location, movement requirements and quarantined counties can change quickly, so livestock owners should check the current APHIS and State animal-health information before travelling, selling, exhibiting or exporting susceptible animals. What Is Vesicular Stomatitis?

Vesicular stomatitis is caused by enveloped RNA viruses within the family Rhabdoviridae. The viruses of greatest relevance in North American outbreaks are vesicular stomatitis New Jersey virus and vesicular stomatitis Indiana virus.

The current U.S. outbreak involves the New Jersey virus, but the serotype cannot be determined from an animal’s species, lesion location or appearance. Laboratory testing is required. (CFSPH)

The disease is characterised by the formation of:

Why Are Horses Important During an Investigation?

Foot-and-mouth disease affects cattle, pigs, sheep, goats and other cloven-hoofed animals, but it does not affect horses.

A vesicular outbreak involving horses may therefore make vesicular stomatitis more epidemiologically plausible. However, this must never be used as an excuse to diagnose cattle lesions by appearance alone. Any unexplained vesicular disease in cattle or pigs still requires immediate official investigation to exclude foot-and-mouth disease and other foreign animal diseases. (APHIS)

What Are the Signs in Horses?

Oral Lesions

The tongue is frequently one of the most severely affected areas.

Owners may notice:

  • Excessive drooling

  • Foamy saliva

  • Reluctance to accept the bit

  • Difficulty picking up or chewing feed

  • Dropping hay or grain

  • Reduced water intake

  • Bad mouth odour

  • Bleeding from ulcerated tissue

  • Blisters or raw areas on the lips, gums, tongue or palate

The lesions are painful. A horse may remain alert and interested in food but repeatedly stop chewing because oral contact hurts.

Muzzle and Nasal Lesions

The muzzle and lips may become:

  • Swollen

  • Crusted

  • Raw

  • Weeping

  • Painful to touch

Some horses develop crusted lesions around the nostrils or along mucocutaneous junctions without an obvious intact oral vesicle.

Coronary Band Lesions

Lesions around the coronary band may cause:

  • Sudden lameness

  • Reluctance to walk

  • Swelling above the hoof

  • Heat and pain around the coronary band

  • Crusting or erosions at the hairline

  • Rarely, significant hoof-wall damage

A horse presenting primarily for lameness may therefore have vesicular disease even when the owner has not noticed mouth lesions.

What Are the Signs in Cattle?

Cattle may develop many of the same oral and foot lesions as horses.

Possible signs include:

  • Drooling

  • Lip smacking

  • Reluctance to eat

  • Reduced rumination

  • Blisters or erosions on the tongue

  • Lesions on the dental pad, lips, gums or palate

  • Muzzle lesions

  • Coronary band inflammation

Does Vesicular Stomatitis Always Cause Fever?

No.

A transient fever may develop shortly before or at the same time as the first lesions. It may have disappeared by the time the animal is examined.

How Does Vesicular Stomatitis Spread?

Transmission is complex and varies between outbreaks.

Insect Transmission

Biting insects are considered the primary route by which vesicular stomatitis enters livestock populations.

Competent or suspected vectors include:

  • Black flies

  • Sand flies

  • Culicoides biting midges

  • Other biological or mechanical insect vectors

Outbreaks often occur during periods of increased insect activity and are frequently associated with warmer environments and waterways that support vector populations.

Direct Animal-to-Animal Spread

Once animals develop active lesions, virus may be present in:

  • Vesicular fluid

  • Saliva

  • Material from ruptured lesions

  • Contaminated oral or nasal secretions

Direct contact with lesions or secretions may transmit infection between susceptible animals.

Contaminated Equipment and Facilities

Potential fomites include:

  • Feed troughs

  • Water troughs

  • Buckets

  • Halters

  • Bits

  • Lead ropes

  • Grooming tools

  • Examination equipment

  • Milking machines

  • Boots

  • Gloves

  • Clothing

  • Transport vehicles

Sharing feed, water and equipment between affected and unaffected animals can extend transmission within a property.

How Long Is the Incubation Period?

Clinical signs usually develop approximately 2 to 8 days after exposure, with many animals showing disease within three to five days.

How Worried Should You Be?

The disease has two separate levels of urgency:

  1. The medical severity for the individual animal

  2. The regulatory urgency for the property

An animal may have clinically mild disease while still representing an immediate reportable-disease concern.

Lower Clinical Severity, Immediate Reporting Required

The animal:

  • Remains bright and responsive

  • Has one or two small oral erosions

  • Continues drinking

  • Can eat softened feed

  • Has no severe lameness

  • Has no systemic deterioration

Action: Stop movement, isolate the animal and contact the veterinarian immediately. Mild disease does not remove the reporting requirement.

Moderate Clinical Concern

The animal has:

  • Marked salivation

  • Several painful mouth lesions

  • Reduced feed intake

  • Early dehydration

  • Coronary band pain

  • Moderate lameness

  • Teat lesions

  • Reduced milk production

Action: Obtain same-day veterinary examination and official reporting guidance. Analgesia, feeding modification and close hydration monitoring are likely to be needed.

High Clinical Concern

The animal has:

  • Complete food refusal

  • Reduced or absent water intake

  • Severe lameness

  • Extensive oral sloughing

  • Secondary mastitis

  • Significant weight loss

  • Deep or infected lesions

  • Persistent fever or depression

  • Several affected animals on the property

Action: Urgent veterinary treatment and herd-level investigation are required.

Critical

The animal has:

  • Severe dehydration

  • Collapse or recumbency

  • Inability to swallow

In horses, inadequate drinking can contribute to impaction colic, while administering non-steroidal anti-inflammatory medication to a dehydrated animal increases the risk of kidney injury.

What Else Can Look Like Vesicular Stomatitis?

Foot-and-Mouth Disease

In cattle and pigs, the oral, teat and foot lesions of vesicular stomatitis may be clinically indistinguishable from foot-and-mouth disease.

Foot-and-mouth disease has vastly greater animal-health and trade implications. It cannot be excluded by photographs, lesion location or the assumption that a property is low risk. Official laboratory investigation is required. (APHIS)

Traumatic Oral Injury

Possible causes include:

  • Sharp feed

  • Foreign material

  • Abrasive bits

  • Chemical burns

  • Electrical injury

  • Rope or halter trauma

  • Tongue laceration

A clearly witnessed injury may explain one lesion, but it does not safely explain multiple animals developing similar erosions, salivation or lameness.

Caustic or Toxic Exposure

Irritating plants, chemicals or contaminated feed may produce:

  • Oral ulceration

  • Salivation

  • Feed refusal

  • Muzzle irritation

  • gastrointestinal signs

Exposure history and lesion distribution may help, but official disease exclusion may still be necessary when lesions are genuinely vesicular.

Other Infectious Diseases in Cattle

Important considerations include:

  • Bovine viral diarrhoea or mucosal disease

  • Infectious bovine rhinotracheitis

  • Bluetongue

  • Malignant catarrhal fever

  • Papular stomatitis

  • Oral necrobacillosis

  • Secondary bacterial stomatitis

These diseases may produce erosive or ulcerative lesions, but none should be diagnosed casually in place of a foreign-animal-disease investigation.

Teat and Hoof Disorders

Teat lesions, coronitis and lameness may also result from:

  • Trauma

  • Photosensitisation

  • Chemical exposure

  • Frostbite

  • Bacterial mastitis

  • Foot rot

  • Digital dermatitis

  • Laminitis

  • Hoof abscesses

The combination of oral and foot or teat lesions is especially important.

When Is This a Reportable Emergency?

Treat the situation as an immediate regulatory emergency when you see:

  • A fresh blister in a horse, cow or pig

  • Several oral erosions without an obvious traumatic cause

  • Sudden excessive salivation in multiple animals

  • Oral lesions combined with coronary band or teat lesions

  • Similar lesions in horses and cattle on the same property

  • Vesicular disease in cattle or pigs

  • A rapidly increasing number of affected animals

  • Lesions in an animal recently moved through an affected region

  • A suspected case during an active State or regional outbreak

What To Do Right Now

1. Stop Animal Movement

Do not:

  • Load animals for sale

  • Attend a show, rodeo, race or fair

  • Move herd mates to another property

  • Sell or loan animals

  • Share breeding animals

  • Send animals to training facilities

  • Move susceptible livestock without official permission

Movement may spread the disease and can compromise the investigation.

2. Contact the Veterinarian Immediately

Tell the veterinarian:

  • Which species are affected

  • Number of affected animals

  • Date signs began

  • Whether intact blisters are present

  • Lesion locations

  • Recent movements

  • Recent visitors or events

  • Other livestock species on the property

  • Current regional outbreak information

  • Whether anyone handling the animals has become unwell

3. Isolate Affected Animals

Where it can be done safely:

  • House affected animals separately.

  • Prevent nose-to-nose contact.

  • Use separate feed and water containers.

  • Do not share tack, grooming tools or milking equipment.

  • Assign dedicated carers where possible.

  • Handle healthy animals before affected animals.

Isolation does not replace official quarantine, but it can reduce direct and fomite transmission within the property. (APHIS)

4. Wear Personal Protective Equipment

At minimum, people examining or caring for affected animals should use:

  • Disposable gloves

  • Protective clothing

  • Eye protection during oral examination or sample collection

  • Waterproof covering over open wounds

Wash hands thoroughly after handling the animal and change contaminated clothing or footwear before entering unaffected areas.

5. Do Not Rupture Blisters

Do not deliberately pop vesicles or peel loose epithelium.

This:

  • Causes pain

  • Releases virus-rich fluid

  • Increases contamination

  • May create deeper wounds

  • Can complicate official sampling

Sample collection should be performed only under the direction of the veterinarian or animal-health authority.

6. Photograph Without Excessive Handling

Photographs can document:

  • Lesion location

  • Initial appearance

  • Development over time

  • Number of affected animals

Avoid repeatedly opening a painful mouth simply to obtain a better picture.

7. Provide Water and Palatable Feed

Until the veterinarian arrives, ensure water is immediately accessible.

Animals with oral lesions may tolerate:

  • Softened grain

  • Soaked pellets

  • Soft hay cubes

  • Palatable wet feed

  • Less abrasive forage

Yes, although recognised human disease is uncommon.

Human illness is usually acute and self-limiting. Reported signs include:

  • Provide covered shelters.

  • Use fans in barns.

  • Apply approved insect repellents according to the label.

  • Treat the inner ear surfaces of horses only with products labelled as safe for that use.

  • Manage manure and organic waste.

  • Work with local vector-control authorities where appropriate.

 

Quarantine New Arrivals

Keep new horses and susceptible livestock separate before introducing them to established groups.

During an outbreak, review:

  • The animal’s recent travel history

  • Counties and States visited

  • Certificate-of-veterinary-inspection requirements

  • Event-specific entry rules

  • Current movement and export restrictions
